The optimal healthcare systems problem, of great interest to institutional managers and payers, seeks to optimize infrastructure, e.g. types of care facilities, types of providers, and types of health plans. As recognized by Bashshur, the healthcare system’s goal often relates to trading off costs, quality (benefits), and access, with each of these competing subcriteria assigned a different weight. He noted that telehealth provides opportunities to maximize return on investment by designing optimal system structures that match specific population needs while maximizing beneficial effects and minimizing undesirable effects.
